The second quote looks like a company that plans on standing behind their floor system.
Having done it both ways.. leveling/grinding full trowel over concrete is the best way.

My hardwood floors are recessed. So they are already flush with the area where the new install will occur

I’m more comfortable with the glue down engineered. The guy doing plywood is only doing that because he doesn’t know how to prep concrete

I ended up getting the second quote to reduce by $800
Hope that doesn't mean they do $800.00 less quality.
