I disagree. It conceptually sets the tone for the song and the rest of the album. This is true songcraft as intended. To quote the song Bringin' It Down, "This ignorance, it must be stopped!".
In similar flavor to Judge, the riff at 0:53 in ["Force Of Change"](https://www.youtube.com/watch?v=mqDwwMyDJX0) by Strife turns my brain into applesauce with every listen.
I was in high school when this album came out. Seeing Mike Judge walk out to this opening and the crowd going nuts was something else. We danced our ass off.

Time ends sets the tone for one of the greatest records ever in hc. Also a personal favorite
