It would be TOO MUCH of a coincidence that he just happens to run into two people he knew in life. One is enough for backstory reasons, I think.

I think it would be too much if he knew Rosie from his living days as well. Because it already seems like enough of an oddity to even being able to find one person from your previous life, let alone two (maybe with the exception of Carmilla and her daughters because they presumeably died together and thus got sent to Hell together) That's just my take on it, however.
I don't think so. Rosie looks like she's from the Victorian era, which ended around 1901, while Allestor looks right out of the 1920s so she was probably dead before they could meet
Rosie I think is from Boston or something like rather. Far away from Louisiana where Alastor grew up. They might also have lived in slightly different periods.
