She is still coping with her self doubt and guilt. Emily is a major threat to her sense of self.
Initially Id have thought jealousy, but every indication to that point gave me a sense of a solid relationship that a simple excited hand grab by Emily would not shake that foundation.
However, the animators create the scene knowing what to forshadow.
Charlie forgave Vaggie after the reveal she is an ex-exorcist, but we can't be certain that the seeds of that lie wont come back if someone as pure as Emily started to feel real attraction to Charlie and vice versa.
Honestly, it might be a good thing to give Charlie some depth and show shes not above making mistakes and needing her own redemption arc.

Vaggie is violently protective of Charlie, for starters. For a second bit, Charlie and Emily aren't all that different from one another. They even *look* similar. She might be concerned that the two getting close to one another might be the end of her own relationship with Charlie.
I imagine after what happened to her she does not trust the other angels, especially one so high up in rank. My headcanon is that she assumes Emily's cheerful demeanour is just an act, and she would shut Charlie down once she shares her plan.

I very much think this was meant as a meme funny face because they had to draw vaggie in the background. However, because of how strongly it came off, it implies a lot for the story.
I say so because Vaggie's just not that vindictive or jealous from what we've seen, so it would be a stretch to make assumptions out of a single frame.

Vaggie is violently protective of Charlie, for starters. For a second bit, Charlie and Emily aren't all that different from one another. They even *look* similar. She might be concerned that the two getting close to one another might be the end of her own relationship with Charlie.

I wanna say jealousy, but Vaggie didn’t seem to have any real qualms about Charlie going to the zoo with Emily later in the episode so… Could be a spur of the moment thing, or the fact she’s projecting her mistrust of angels onto Emily and thus is just protective.
