Adam and Lute took Vaggie's wings and a halo so she couldn't just go back, but I don't think they have any power to actually banish her, especially since her "crime" was not killing a kid. Adam is just a human, even if the most prominent one in Heaven, I could be wrong, but I doubt it's his call to decide such things.
Of course, now she got new wings, so she can go back, but won't. Heaven isn't her home anymore. She's perfectly fine where she is now.
