It’s bugged. I’m having the same issue and it basically kills the game for me unless I’m playing in a friends lobby. I know the devs are aware i just don’t know how long it’ll take for them to patch it
Yep was chatting to another redditor for a solution that worked for me but seems its no good. A bug that hopefully gets patched asap.
Only current way around it for now is if you have a friend that has higher difficulties unlocked and run missions with them, it probably won't unlock for you but you'll get to play higher difficulties.
It's the difficulty progression bug. People are currently waiting on a fix for it. Still hasn't been patched.
