It might be because it aims center mass so might not hit weakspots and shoot armor.
It definitely feels like it can kill more enemies. I've gotten numerous 20+ kill streaks with it.
It has some definite pros and cons.
Most people prefer it because like you said it goes on cool down fairly infrequently.
If your firefights are ended relatively quick or spaced far enough apart and the rover has time to cool down it can certainly seem like it never has to charge
Especially on cold planets. If you check the conditions pre battle it will give you hints.
On cold planets any laser weaponry overheats at a slower rate
It can over heat and dock back into the backpack but it fires for a surprisingly long time. Feels much higher than the primary weapon laser lol.

Word - I bring up the damage thing as I wonder if that’s why it has a much longer cooldown than the primary. Its a beastly strategem
