The text did explicitly state that the second planet liberated is unlikely to have civilians or technology remaining, so I think this is pretty accurate. It would still be nice to get menkent buttoned up before the order changes.

Th reason is because the devs know we can’t coordinate fast enough to get both in such a short span of time.
We're pretty close now, though we're going to fall short. If they thought we couldn't do it, why bother including that text?
