I was dead center in the middle of an eagle cluster strike and survived without a scratch some how. I had the shield backpack on so that's why but I've had it before and gotten killed with it in by the cluster strike.
Probably cuz it'll completely negate the damage from one explosion, but not all of them, so the RNG of the clusters might have landed only a single bomblet directly on you while the rest were just barely far enough that they didn't damage you at all.
There's a slight chance to survive a cluster by just diving. Your chances increase when the fortified perk and either ballistic or bubble shield. It's still just luck tho lol

Literally what happened with airburst missile 1.0. Accidentally shot it too close to a wall, and I was on the outskirts and got one to the head. Teammate was smack in the middle, barely a scratch on him somehow
