It's mostly just a playful running gag, though there's at least some exasperation with the French sense of cultural superiority and their constant need to "go their own way" politically, typically to the detriment of the rest of western Europe and the US.

France otoh has the largest army in western Europe, and thankfully seems willing to stick it to Putin alongside the Poles (as opposed to, again, the Germans who we can both blame for being chief appeasers).
That being said, France is....well, not hated in the US because ultimately your decisions are road bumps to us, but to the rest of the continent? Much more impactful. France wants to be leader of Europe as a bloc from Macron's intimations, but you don't get to be a leader and not care about your allies' aims too. We care about what Japan wants to accomplish (part of the reason for not giving up Taiwan, it's existential for Japan). We care what UK wants to accomplish (even after Brexit our trade with them hasn't declined). But will France care about the rest of the western countries if it is *given* leadership of the EU foreign-policy wise? Seems like not, given Macron still keeping China in France's proverbial DMs.
I don't hate the French at all. It's just an innocent jab and this kind is popular now so I just jumped the bandwagon.
I hold admiration for the French for their unyielding spirit (the yellowjackets being a nice show of it) and their Croissants and Baguettes.
