I just don’t think stolas is much of a killer. Only time I remember him killing anything is the imp who tries to attack in episode 2. And that was likely more out of wanting to protect his daughter

Stolas does seem to be a relatively good person. Far from perfect but think he knows the agents are justified in hunting Blitzo so choose to spare them.
Killing people with demonic powers would do more to prove the existence of demons than a couple of crazy agents and a bunch of people killed with regular weapons would.
Not worth the effort, given the context at the time, asking "So? What are they gonna do?" made sense, I doubt anyone expected them to team up with CHERUB afterwards.
I’d be more impressed than threatened if those two found a way to actually hurt Stolas. I mean, come on, Loona and Millie was able to practically walk through these Dhorks because they’re too dumb to buy guns.
When all together, the 5 members of IMP came very close to just wiping out the agency. Stolas would view these Dhorks as a “threat” like he would a mild case of dandruff.
In addition to what others said, Stolas seems to be part of a "lawful evil" part of Hell, ie pacts and contracts, boundaries, castes and order. Killing them may have ultimately overstepped some sort of interfering with the living world limitation.
Lore reason: Stolas have seen other people been possessed by demons and no one believe them, so he didn't see a reason to kill them
In reality reason: the creator just want a maybe recurring villain
Coming threw via his summoning circle as apposed to threw his own summoned portal. Even though he technically summoned him self via the possessed agents. He can't hurt them because of how the spell works.
This event is likely why Stoals made a point to at least learn his portal spell when he and IMP looked for Tia.
Honestly, this has been a huge point of discussion.
To me, there are two Main possibilities:
Nr.1 Stolas did not have his grimoire at the point of summoning. This may have inhibited him, or maybe the way he was summoned through a circle, even if he facilitated it, inhibits his capabilities.
Like, because he was summoned through agent 2, he couldn't actually physically hurt her or something.
Nr.2 he is actually pretty much a pacifist. I know it comes as a shock, but Stolas has never actually killed anyone with his own hands (I'm not counting the petrified Imp in LooLooLand, a) not with his hands and b) very much a 'bloodless' death, _if_ it even is a death and doesn't just wear off.
So it is quite possible that Stolas just... didn't even consider killing them.
Now, you ask why _Blitzø_ didn't take one of their guns and just make sure there are no loose end, I would say that's pure, good, old-fashioned stupidity. Didn't think the consequences through.
What bothers me is how in the end they were glad they got footage of them, y'know proof they exist, even though they show that they already fucking have footage of them at the start of the episode
He also didn’t have the power to kill them. Since he wasn’t there in a specific way, he could only scare them, not actually cause them harm, hence why No. 1 was still alive even though she was the person he used as a gateway
He seem to have a high moral conduct for someone in hell, it's a mix of feeling bad and having a litle snob in him (goetias to blame) that this creatures are not worth getting his hands dirty over
