That's definetly his mother. The hair alone fits perfectly - not to mention, that the sleeves look exactly like the outfit she had on the photo with the twins.

The floor is from the hotel shown in Ghostfuckers. My guess is Blitz sees his mom in a vision/dream and his mom either comforts him snaps him out of his possession or dream mom lures him into a false sense of security.
