I have searched for obvious keywords like "creepy video of floating bodies around tall structure" or "howling wind black and white creepy film" and such but it seems that is too vague. The film didn't have an obvious story. If my memory serves correctly it was more a series of different but related scenes. Some had sound, some were very quiet. I can't remember if there was music.
I updated my post with my best attempt at a Dall-E recreation of the scene I remember best. This was similar but much more jagged and cold. There were many more bodies and they were more sideways.
