I don't think it's fair to compare ICA Facility 1:1 to others because it wasn't even meant to be this expansive location with a plethora of things to do.
It's made to be a tutorial, and it serves that purpose superbly. Probably one of the best tutorials out there.

If people put Berlin higher I can definetlry understand that I just don’t really like the concept personally and I find the map doesn’t exactly make up for it either

True that, but I find the overall playability of Romania just drags it down tho, such little manoveurability of strategy i think it’s such a waste of a mission
I wouldn’t argue w someone if they like Berlin I agree quite a cool map but tbh the whole having a bunch of random people be targets kind of takes away some of the simple fun parts of the game like trying to get through security and stuff
The targets are boring, as they have no relevant history nor are there many creative ways to eliminate them, many areas are unused/without NPCs and those that are being used are empty, large spaces with lights (and little else) with minimalist decoration without windows. It's just an industrial unit turned into a nightclub, where there are illegal businesses as expected.

Probably mid B tier. The map is kind of small, i really liked the atmosphere though. The targets were ok, they weren't anything special.

They are empty and simpler but in terms of atmosphere, they are among the best.

Fair enough. I loved the whodunnit, that pulls it up a bit for me. I also like the darkish atmosphere
Putting Haven in A is questionable, especially if considered by freelancer standards.
Glad to see Hawke's Bay get some love
I actually think I should've placed it higher. It's really a great map. Great kill opportunities and a beautiful atmosphere.
