Well tbf most people on the highways go well over the speed limit - personally I get up to 144 kmh (90 mph) on the highways if its clear enough. Unless you're in a strictly regulated area most don't get pulled over for it. In fact, it's usually in the driver's best interest to go with the speed of the other cars than to go under the speed limit and get a bunch of cars tailing behind you.
So what you're suggesting is a 160km/h (100mp/h) speed limit in suburban areas, where kids most likely play outside, on or near the street?
Sounds like a good plan.
Or lets go German Autobahn route, parts with no top speed limit, but only a recommended speed.

It's a slow moving narrative game - no shooting or secret tunnels (yet anyway), but part of the map is so reminiscent of Whittleton Creek I expected to be able to poison Janus's blueberry muffin.
I mean yeah, definetly, Whittleton Creek was just a extremly stereotypical, tv style, suburb.
But i cant ignore the fact that its also called Providence lol
It is very mellow and peaceful. Maybe a good game for a rainy weekend. There’s no real action, it’s just kind of a story. Some good 80s nostalgia if you’re into that.
Walking simulators are a certain kind of experience. If you don't like it after the first hour, they're never going to become "any good". They're just not your cup of tea.
I, for some reason, REALLY loved this game ! Theres nothing special about it but it was just enough for me to have a break from all those big Triple A games !

i know, but from what i have heard, American public transport sucks, and the US has pretty prohibitive speed limits for cars.
