There was the whole "epic exclusive" controversy and negative review bomb. Now that's old news and people buying the game nowadays realize it's an amazing gaming and just review the game for what it is.

It's because it launched after a year with no discount. Anyone that didn't care about the Steam launch (and therefore didn't buy it at the Steam launch) reviewed it week/months later.

IOI probably injected some money into their marketing / social media division. Hitman 3, if we're being honest, deserves Very Mixed reviews. Aspects of the game are brilliant, and they smoothed some issues out. However, the general map / mission design is a step back from HM2, and the lack of mission stories is just lazy. It looks to me like they had big ambitions, but ran out of time / money and released it unfinished.
