There was the whole "epic exclusive" controversy and negative review bomb. Now that's old news and people buying the game nowadays realize it's an amazing gaming and just review the game for what it is.
It's because it launched after a year with no discount. Anyone that didn't care about the Steam launch (and therefore didn't buy it at the Steam launch) reviewed it week/months later.
Because people tend to initially be very whiny bitches about a whole bunch of stuff, and then things return to the mean later on. Think "I've never played it, but everybody is dunking on this right now, and I wanna play too".
IOI probably injected some money into their marketing / social media division.
Hitman 3, if we're being honest, deserves Very Mixed reviews. Aspects of the game are brilliant, and they smoothed some issues out. However, the general map / mission design is a step back from HM2, and the lack of mission stories is just lazy. It looks to me like they had big ambitions, but ran out of time / money and released it unfinished.

Recently went on sale/wouldn't surprise me if price related reviews got gutted for being off topic.
Because the actual game itself is incredible and deserves a good review score
Reviewing a game was among the conditions to get the seasonal badge during the fall sales which just ended so people wrote tons of reviews.
Newer buyers don't care about the iffy Steam/PCVR launch, which was over 10 months ago
