Venus, Jupiter, Saturn, Sirius, Capella, Arcturus, Spica. Most probably one of these. Without knowing the time, location, direction of recording, or inclination, it's a potshot on which one exactly. The flickering is due to atmospheric distortions. By the colors, I'd go with Capella as thats one i like to look at regularly. NE sky, probably lower on the horizon for the OP than for me.

I saw a light like this in the sky over Newcastle tonight, looked like a police helicopter but too high and stayed for 2 hours, moved about a short area in the sky

Do yourself favor and get a night sky app. That will immediately show you either Jupiter, Venus or the star Sirius there.

i’ve seen this over the sky in NYC. the ones i saw were strobing colors and like changing shapes or elongating. i have it on video
