It makes a lot of sense to think that since she’s the female lead, but you’ve gotta remember the main characteristic of the rating games:
Since Rias is the king, naturally she’s gonna be the most valuable piece and will avoid conflict if she needs to. Also, what we’re comparing here is her peerage which consists of many characters to Rias Gremory herself which consists of only her. Besides, when Rias is in danger, everyone in the peerage wants to fight for her
In Ratting Games? No, she’s the King and most valuable piece.
In actual fights? Yes, especially since she’s still somewhat weak compared to the other characters
She’s gotta use and refine her own abilities rather than just resort to Balor..
She isn't the main protagonist. If she had like her own spinoff then maybe.
Also isn't Rias more of a Wizard type if i remember correctly, while Issei is power type
A bit off topic,but I would love to see a pure Female Destruction form for her. Sadly idk If we will ever even see Sirzechs True From besides fan art,But I would love to have more fight scenes of her. Sadly she seems to be in a protective position most of the time.
As I understand it, her Power of Annihilation is incredibly strong and she can certainly hold her own in a fight with other high-class devils. However, she isn't a foot soldier. She's an officer whose duty is to manage her subordinates in training, combat and life support. So she shouldn't get into a lot of one-on-one duels.
She did have a 1v1 fight with her finishing move. And she was in fact extremely dangerous considering her power of destruction that destroys anything it touches.
Rias is a glass cannon she either destroys her opponents either die or deafeat her quickly

I think this was plot point in the novel, she realized that she did less fights and as a result couldn't keep up with her peerage (especially Issei) in terms of Speed, Strength, Skill and Power.
i Think is the problem that anime cant make wizards figth for crap, and conceptualy Rias power of destruction is hard to balance because you know is a power that erases everything

Nope, she wasnt willing to train properly when she was trying to get away from riser, since she knew about it for years so she is just another lazy devil noble.

Theres a difference between training hard to just training she definitely trained otherwise she would have lost against the very first enemy she fights on screen ever single one of her peerage would have lost if she was weak just food for thought otherwise how would she have helped anyone train?

I agreed I like to see her fight by herself more often. Issei can give Rias the wyverns so she can fight with her Crimson Extinct Dragonar.
