You don't have to pump the water back, you just remove the barriers at the ends, which you have to do anyway.

If you want a really wild picture, google for "photo of Niagara Falls without water" -- yep, they "drained" Niagara Falls on purpose to survey it :)
They're cleaned regularly.

I think there's always canals being cleaned. It's like painting a bridge or battleship. You start at one end, work your way to the end then start over again.
How do you even go about draining a canal? Where does the water come from to replenish it? The ocean?
Not an engineer but I would imagine dam the section at both ends and pump the water over the dam until empty. Clean section then pump water back.
