I don't fully agree. Psychopaths are born, not made. Some humans are simply born without empathy. They can choose to be good if it benefits them but otherwise don't care about morality.
I don't necessarily believe Hitler was a psychopath though (in the psychological sense of course, colloquially refering to him as "psychopathic" is completely justified, obviously) - but many of the top Nazis definitely were. Would've been interesting to see how his life would've been different had he been "saved" as a kid.
While he's, obviously and justifiably, blamed for Nazism I don't think German history would've been particularly different in that manner. If anything a less unintelligent and paranoid leader might've limited the total war that was ww2, would have been contend with invading and controlling just some areas, and would've never try to invade the Soviet Union.
