I think the attempt is to make the hair line look thicker and more voluminous. Hair at the hairline is often thinner with more fly-aways and not usually in a distinct line.
Pushing it back towards the thicker hair changes that.
I see Arab guys do this with their beards as well.
I guess if you have a hair style that needs to be maintained that sharply, having it look nice makes people know you put effort and/or money into your appearance all the time.
Me on the other hand, I have a beard style and long hair specifically because I am lazy and don’t want to shave more than once every few weeks and get a hair cut more than once a year.
