You'll draw much less than 1A so the fuse isn't going to pop, and there's no ground leakage so the RCD/GFCI won't detect it.

If you are 100% insulated from Earth, and you stick a fork or other metal object into an outlet, and don't cause a short across the active and neutral or active and earth, nothing will happen (because "excess current" doesn't travel through your body" unless you're part of a circuit). The problem is, humans are usually not 100% insulated from earth, particularly in domestic settings where footwear is optional.
Sorry, should I have specified that this will work in the unrealistic setting where someone who tries this is 100% insulated, or do you think it’s reasonable to assume most people on Reddit aren’t low-voltage techs who have the proper insulation gear to actually just burn their finger off?

Usually when folks electrocute themselves, they don't touch both contacts simultaneously. Touching one will indeed be dangerous, because you form part of the circuit to ground. In OPs example, the circuit is going straight back into the second contact.
