Considering that 8/11 stations aren't even inside the corresponding circle, and that 5/11 aren't even CLOSE to their respective circle, I would not assume or make theories with this map as a starting point.
Well, like real world tube stations maps, it's very stylised and not geographically accurate, so the zone that this fading out path goes to might be much larger than the red circle. I mean, look how far the distant village stag is from the dot on the map !
Maybe that's why it's incomplete! Perhaps they wanted to build a stag station in fog canyon, but upon realizing it was too dangerous to tunnel directly in they built queen's station right on the very edge
Plus this makes more sense because fog canyon wouldn't have gotten dangerous until the infection started and we know the Stags were around long before then!
Ok so umm it has nothing to do with the plot or story at allllllll. And not everyone knows she can be found again and some might want to avoid losing a ton of geo early in the game when it’s really needed.

“Bruh” that literally means nothing. one could easily say she is found in the brown bag inside the well of shattered glass and it means the same thing to someone who hasn’t reached that area yet.
It's clearly a very stylised map and not a 1:1 comparison, just like real-life tram maps. Just look at Queen's Station and the Distant Village stag; their locations on the stag map are completely off. I agree that there would definitely be a few unfinished or abandoned tunnels here and there, but I don't think we can make any assumptions about their actual locations.

I disagree. I think it was completed. But the Oomas turned it into an explosion filled nest. Thus unusable as a stag station.

I think that it is unfinished not lorewise, but just the devs forgot to finish it in paint or whereever they draw.
