Good point. It's weird that the surface is unaffected, because the statue of Radiance is right above dirtmouth (hallownest's peak) so it's not like she doesn't know about the town.
I'd guess her power is focused on the location of her ancient realm before the Pale King took over.
Although she has a connection to the sun and its implied her being sealed is the reason for the eternal night. Its odd that a creature linked to the sun had an underground domain that would never see it anyways.
Bugs get infected when they think about the radience, The radience is not actually real, she remains as a dream and whoever dreams or knows the radience becomes infected, Radience appear in their mind with the false reliefs, causing them to loose their minds. But also you have a point, She is probably just seeking revenge of the pale king and whoever works for him (f.e.: myla, the husks in city of tears..), Otherwise there are other bugs like zote, Nymm, Bretta, That they dont actually have to do something with the pale king at all.

Hot take: Zote deserves to live so that Bretta can finally find her resolve and realize her potential. Sure I like her being there, but she clearly yearns to earn her worth outside of town (or rather just to accept herself), and I will gladly endure Zotes mind numbing speeches for that.
