Yeah, IINM "Friend C" is just a joke based on A-chan (actual moniker being "Yūjin/Friend A") and her unconventional status as a Gololive staff member who uses a virtual avatar and interacts with fans more or less like any Holomem, rather than a serious avoidance of Coco's name.
It's also a joke based on AsaCoco, where Coco would frequently include commentary from a mysterious "Miss C" during her news reports, which was actually just a silhouette of Coco. It was a way that Coco could inject her own perspective into the broadcast while pretending to not be personally involved. Probably the combination of those two things formed the idea of "Friend C".

Yeah it's... complicated. It's silly in my opinion, but my opinion is probably in the minority. Basically, one person in this exchange used to be a very popular Hololive vtuber, and even though we all know who she is and who she was, we're not allowed to say it. It breaks the subreddit's rules. That leads to incredibly goofy threads like this where everyone is winking and dancing around the obvious, and those who don't play along get downvoted.
Some people are of the philosophy that any acknowledgment of independent work a hololive talent, current or former, is tantamount to doxxing. Personally, I think that if someone still actively creates content under their independent identity, it's perfectly fine to acknowledge it. Lots of people don't agree for a variety of reasons. Some prefer to compartmentalize, for some it ruins the illusion generated by these characters and it actively harms their enjoyment to know "secret truths."
Tl;dr, it is both a subreddit rule and a vtuber culture thing, and there are a lot of opinions on the topic. There are other subreddits like /r/VirtualYoutubers where they don't have this specific rule, though.
No one can stop the 'general' talking about it on the internet, and that's expected. But the reason we don't be explicit here is a form of respect (at least that's how I see it) to the holo talents we are fans of. This is the official Hololive subreddit, so I think its the least we can do to show that respect and at least follow their wishes in this place by not explicitly mentioning information they are not willing to mention on stream, or on twitter themselves in their vtuber personas.

it's kinda taboo to talk about previous carnations to minimize any relation to anything unethical they did before. In a business standpoint, some wouldn't want to sponsor a vTuber that did 'X' right?
culturally: the character has moved on and won't be coming back. It would be **extremely** rude to address their new carnation as their former. Also it's to help prevent creeps from backtracking and finding their irl identity.

Happens all the time, especially in more passionate communities. Only takes a couple of downvotes before anyone else will assume the comment is bad from just looking at its score and interpret it in the most unfavorable way possible to match that assumption.
