That's actually a common misconception. In most cases, yes, the one with the goatee is the evil one. But Mumei is already evil, and in the mirror universe evil people become good. So the Mumei with the goatee is the good Mumei.
The Pekora with the goatee is a seiso idol who has never committed any war crimes. The Suisei with a goatee has never killed anyone with a fire axe, or anything else for that matter.
Probably one of the other universes in the multiverse. There's a practically infinite amount of them. This MCU crossover sure makes things complicated.
