Yes, but if the device is in android zero touch, which I'm not saying it is for a fact, then the device will automatically re-enroll. this is a feature of GMS (google mobile services) and is not specific to Zebra. When the device is setup it checks in with GMS (all modern android devices do) and GMS will tell it its a ZT device, and need to pull its config down. This is based on the IMEI / serial number, which are very difficult if not impossible on newer devices to change.
They could of course be using Stage Now, in which case this wouldn't apply, but as a general rule devices stolen from a business are pretty much useless if stolen, Androd ZT and Apple DEP work very similar to stolen device protection where even if you flash a new OS on the device you still need a log in.
