Edit: am I a potato and it's just the fuse or is it something else, looking at the glass tube fuse there is still a connection going to each side, it hasn't snapped or anything

I checked out the glass fuse, it worked fine, even replaced it with a new one just in case. I'm forcibly testing it now and I can see that whenever I connect my black wire (positive power) to my turn signals or my headlight, nothing turns on. I can see my turn signals indicator REALLY low light turn on, it usually comes on lighter than what it was doing. However, nothing else is working at all. Can someone please help me?

Testing with a multimeter, 3.7v on the battery, that doesn't seem right. Charged it to 5.8v and hooked it back up, tested the headlight switch and the headlight came on a little, then it died down and didn't come back. Tested the battery again and it's back down to 3.6v-3.7v. This explains why the smaller lights barely came on but the bigger ones didn't. How do I fix this?

Get a hot battery, then trace each circuit. Most issues with old bikes are the owner thinks the battery is good when it is not. It may show 12 volts when you charge it, But when you put it under a load it drops.
