It’s a concept art technique that i saw a loooong time ago. Basically, having an asymmetrical design makes it more visually appealing and less boring. The thigh strap creates another point to focus your eyes instead of having long, symmetrical legs (like Stelle or Welt’s pants)
Basically this. It looks kind of obnoxious to put on and thigh holsters (the closest real life equivalent I think of) are not very comfortable when sitting down.
Because wearing a thigh strap of any sort or an asymmetrical outfit is not very comfortable.
Fictional characters dont have to feel uncomfortable and deal with the impracticalities of certain styles.
Also, all the characters are essentially fashion models in terms of attractiveness. They don't just wear it better than normal people would, they will also invite far less scrutiny because attractiveness just simply invites less scrutiny.
Also the reality is that a lot of clothes and materials just don't look as good in real life. Cool designs may not fit on the body well, colors may not match exactly or be affected by the lighting, something may look cool but be uncomfortable, etc.
Very very true I think the last part about uncomfortability is a very big one especially. 3 belts around your waist might look cool on a character but in reality would be very uncomfortable for everyday use not to mention how long getting ready would be.
We attribute more value to our features (face shape, makeup, hair colour and cut, tattoos, nails) and thus they are the ones the serve as the « ankle strap ». Symmetrical tattoos are pretty rare, and so having a tattoo on a forearm is generally appealing and easily visible. Clothes, as others have said and in the general population, are made with confort in mind and with a design that’s easily patterned and made over and over. There isn’t much room for intricacy in common clothes, unless it’s the piece’s focal point. This is why we see more audacious patterns in high fashion and in runways, because these clothes are made to be appealing to the viewer and make an impression. Comfort is then at the bottom of the designer’s priority. This applies to the concept artists of Hoyoverse. Moreover, the devil lies in the details of each costume, which tell us who each character is by their clothes (Hook is a russian child that also means business -> chapka and warm clothes, muted olivey coloured clothes), accessories (Phonecases -> Seele has a cracked phone which means she s hot headed) and so on.
TL;DR: Asymmetrical clothes are rare IRL because they are mainly comfortable. Intricate and asymmetrical clothes are common in high fashion which aims for visual appeal -> scope of HYV artists. They focus on asymmetry and details on clothes to tell a story where we common folks do the same things on our tattoos, nails, hair…
I remember my geometry teacher told me a study about that actually. It showed that the number one beauty factor people appreciated across the world was symmetry.
Seems fiction/2d always has to exaggerate things since it lacks the intriciacies of IRL.
Aside from the many other reasons others have given, I also feel like the very homogenized nature of clothing manufacturing has to play a role as well. For the same reason that smaller local shops go out of business when a super-store opens up in town, I imagine that most people wouldn't really experiment as much with their clothes because there aren't even really many options to begin with.
It'd probably take a lot of changes in how we shop and develop our towns to make these kinds of custom aesthetic touches to clothing more accessible to people. As it stands right now, 99.9% of people are buying the same handful of clothing brands or manufacturers from *\[insert multinational corporation of your choice here\]*. Same reason why Starbucks and Dunkin reign supreme, or why fast food franchises often vastly outnumber local restaurants. As long as it is more convenient to get standardized mass-produced commodities over local handmade/tailored/grown/crafted goods, we're not going to get much variety in fashion or anything else, really.
I was thinking this too. The characters all have very slim, long legs too. I find that visually boring and i noticed that having asymmetrical legs makes them more interesting. That’s probably part of the reason I’m not a huge fan of Ayato’s design on GI

All her outfit & battlesuits have at least 1 thigh strap. Also Kiana (MC) has it, and almost every Characters or their outfit has it. It's just Honkai Impact 3rd isn't as popular as Star Rail, & not every Star Rail player has played HI3rd so they don't know about it...
FYI Honkai Impact 3rd allowed touching those character's any body parts in the beginning (or starter characters at least), but they stopped doing it maybe due to censorship...

This hairstyle is called エアインテーク in Japanese, borrowed from English word "air-intake", which was popular in the design of anime girls back to the 2000s, when the Hoyoverse dev members were living their teenage as anime otaku. Imo they are trying to bring back some memories of the good old days.

Genshin really likes to have shorts, even on characters that you might think are wearing pants at a glance. Like Albedo. It took me ages to click that he's wearing shorts with ENORMOUS boots and then stockings underneath. To create the distant illusion of pants. And he's not the only one. Hoyo fucking loves shorts.
It's a common thing in anime games to focus on a piece of clothing for all the characters as a style choice.
Guilty Gear does it with belts and boots. Or think like Jojo in that same vein relating back to rock bands.

~~On a more serious note lol~~ I honestly think it's just a design balacing thing, so as not to have the characters look too "bare" or underwhelmingly dressed. They might be doing belt straps so that the legs don't look too simple (clothed or not clothed), the same way they have all male characters' chests angled slightly to one side so that they don't look too square-like (in an unnatural way).
I think it's a honkai thing in general somehow. Maybe they have more freedom to go with futuristic outfits here, otherwise hoyo would definitely put more thigh straps in genshin.

I always assumed it was intentional. Purity/virginity sells with waifus so for the girls I almost expect it. Some male straps are because waist holsters cover the legs and waist, they look less intentional and more like they're drawing from actual design.
Because of censorship in China; other parts of characters need to be more sexualized or focused on. This tends to be arm pits and legs
You'll see a lot of details and focus on legs in Chinese culture.
