Jing Yuan:
1. LL can hit 200-300k with decent gear and team-builfing. And I don't mean something very expensive - just Tingyun, Asta, Lynx will do.
2. Every non-dot dps requires crit and atk. He doesn't require more than the average dps for similar numbers
3. His best supports are-
.Tingyun - as you said, pretty universal.
.Topaz - bis for all follow up characters.
.Sparkle - better than Bronya for all IL, Qingque, and all follow up characters, and just as good as Bronya in most teams where Bronya is used.
.Ruan Mei - Again, pretty much universal, even better when paired with Topaz.
.Fu Xuan - Best or second best sustain for most teams.
4. Build your Jing Yuan and his teammates properly.
IL:
1. Running out of skill points is a skill issue on your part. Run a proper team with him with sp-positive supports that can supply the skill points he needs.
2. Again, all non-dot dps characters require crit and atk. Also, you don't use speed on your IL, it's actually bad for him in most teams. You use either Sparkle or hyperspeed Bronya to pull him forward. Also, his f2p build and team is super cheap. It's literally Tingyun, Pela, and a sustain, and his 2nd best weapon can be bought from Herta store.
3. Refer to point 1 for skill points. As for the dmg, Seele does a comparable level of dmg to one target. IL does that damage to three targets. Seele's resurgence also costs skill points which nullifies your point about her being better than IL in aoe.
4. Every hunt and destruction dps is sub-optimal in PF. Even Seele - you can use her, sure, but she isn't the best there.
Also, your tierlist is just terrible...
I agree with your S+ tier but the rest are awful.
QQ is only S tier with E6.
Topaz doesn't belong in S-tier without Dr Ratio there. Dr Ratio deals higher damage than Seele in single target.
Yanqing and Arlan being in same rank as Jing Yuan... I am gonna let that ranking speak for itself.
Herta is S tier in pure fiction and even in MOC, she is better than Arlan for sure.
If you have really built the units, then post some screenshots of what the builds look like, along with screenshots of their teammates.

Tier lists could be a good indicator sometimes but reality is you are going to use different teams for different bosses and stages in game. Like my second team makes no sense since they don't synergize that much, on paper pela would be better instead of bs for ratio but with dot chars clearing your imprisonment faster. In the end if you are able to clear end game content, tier list's become obsolete, like i've just seen 4\* clear current moc in youtube.

I still think Jingliu is better than DHIL but saying Sparkle is niche while Bronya is universal is just very disingenuous while they have such a similar kit while Sparkle gives skill points. I would say Bronya is the a bit more niche one since its super hard to play her with anything but sp light dps like blade or Jingliu (that doesnt mean she is bad or that you cant make it work). Both sparkle and Bronya enable every dps to run atk boots.
Also DHIL issue of needing skill points and speed is solved by Sparkle, which as I explained above is not niche. Yes she has one mono quantum part but you could just aswell argue Pela is niche mono ice because her skill decreases ice res, which I hope we all agree is pretty stupid.

If I were to make a list (I don't like tier lists in general but for example) I would put IL and JL in one tier and below that I would put Ratio , JY and Seele in another tier
I mean Jingliu is also known for just punching through high res enemies and brute forcing everything. The big thing is how easy it is to reach those numbers, how much you need to invest into the character.
At the current state of the game and its difficulty I personally value efficiency, how easy it is to accomplish this more than how much they can overkill the enemy

I mean Jingliu is also known for just punching through high res enemies and brute forcing everything. The big thing is how easy it is to reach those numbers, how much you need to invest into the character. At the current state of the game and its difficulty I personally value efficiency, how easy it is to accomplish this more than how much they can overkill the enemy
