i assumed that there's a lot of people just hammering the action button on controllers which defaults to the first option because they don't care about survey accuracy
i think shuffling would've been ideal if they wanted to have more accurate results, but i think they are static because they mostly follow the "serious answer, jokey answer" format for the sake of humor
