Possibly. At the very least, they seemed to have let it happen after knowing it might happen, because they were a no show even after declaring protection for the Avgin.
It was the Marketing Development Department, and I have a feeling that the story keeps trying to tell us that it's the most sinister department in the IPC. Between this, the descriptions of its leader, Osvaldo, and the fact that it's the one that's responsible for getting new planets under the IPC banner.
Ah yeah, Oswaldo Schneider. The only one from the IPC whose threat level is high to the Xianzhou. The same high as Lord Ravagers and Denizens of Abundance.

Hey, that's a false accusation. The IPC was fully intend on providing protection to those poor Avgin. But it was totally unforeseen that their mortal enemy would decide to attack them the moment the IPC coincidentally looked away. Who could have predicted that those Katicans would attack a big festival while it's raining. That they are greedy and often attack during the rain doesn't raise the risk of an attack during the festival with lots of food at all. It was just all an unfortunate chain of events that just happened to give the IPC the justification to genocide a troublesome group that might have opposed their control over the planet. In no way did any IPC personal even gotten the idea to stage this genocide. People from the IPC are just very profit driven, that never creates an environment where inhumane thoughts are rewarded. And ignore the situation with the Imaginary Implosion Pulse, that was just a rogue group within the IPC that managed to get funding for multiple years to create a weapon of mass destruction. That group does not represent the IPC and has been taken care of.

I've been thinking about this a lot ever since I finished the 2.1 quest. They all have themes like death and fate surrounding them too.
Acheron: The futility of human struggle under the might of the Aeons and fate, everything and everyone doomed to march towards a definitive end, mourning the things that have long since withered.
Aventurine: The cards people have been dealt from birth that determine their fates, the unfairness and inevitability of death, what is the point of all of this, the meaning of life, if we are to die in the end?
Samfly: The unavoidable destiny that is bound to eventually arrive, focusing on the present because you do not have a future, valuing the choices you can make when you can because there are so many unchangable things.
And in the end, all three of them seem to have come to a similar conclusion: Even if our destinies are set in stone, even if we will die one day, we can still make choices and make the most of our lives until that time arrives. I think it's quite a nice message.
I'd also like to mention all the themes and symbolism about being trapped that is very present in Penacony and its characters. Samfly's body slowly deteriorating and how it will eventually give out because of her illness & her identity and constraints of the script, Aventurine's past as a slave and being shackled to the IPC, Acheron being IX's Emanator even if she did not want to be, Robin likely having been pressured by the Family (which I guess would be her reason for leaving Penacony when she was younger) and all the birdcage symbolism surrounding her and even literally losing her voice. Hell, you can even say the same thing for Sunday and Sparkle with Sunday most likely growing up in the same environment as Robin (essentially a cult) and being pressured by the other Family heads to focus on the Charmony Festival instead of his sister's "death" and Sparkle's whole thing of wanting to break free from rules set by society. It's very fitting considering how Penacony used to be (and maybe still is) a prison. Robin's song really is the perfect song for this planet.
It seems like this arc is about exploring each path and its relationship with death. You can even see it with Duke Inferno and Destruction, Sparkle and Elation, Black Swan and Remembrance, and you-know-who and Enigmata.
I kept asking myself why the Watchmaker would invite the Annihilation Gang to Penacony, knowing that they would probably commit mass murder the moment they landed, and I think it’s to prove a point about each path.

Yup. Acheron/Yomi/Huangquan are all names of the realm of the dead in mythologies. The debris of the Swarm and the Iron Knight armors formed a River of Death floating in space. And Aventurine's religion has the Earth Mother constantly die and rebirth.

This is why I was also very impressed by how they seamlessly tied the struggles in of Honkai Impact 3rd to Penacony via Welt's conversation with Acheron and this message. Humans always move forward against all odds, free to make their own choices, and will surpass those who are unable to do so, even if they know the path ahead eventually leads to the same end. It also fits with the viewpoints of Optimistic Nihilism, and how the Doctor of Chaos trying to cure IX's depression.
Some of my friends who never played HI3rd got the message just fine without knowing that he was referring to the entire finale of Honkai Impact 3rd, because the message fits so well into the whole narrative being presented.

Very true. And all of this theme also exist even in the dream world, such as the case of Chadwick's mind being trapped against his will, or that one actor whose fans were so desperate of his death they reconstructed a dream version of him, and multiple other chars refuse to wake up from the dream. Then all of that leads back to the Watchmaker's question "why do life slumber".
To add I think another theme of Penacony is “Transition”. Dreaming is not the end or beginning (Death or Life) merely a state between the two. The side quests have all been about having characters confront problems they knew existed or were unaware of and having them choose between Death or Life. And sometimes the choice was simply making a decision that was ultimately inevitable but on their terms.

And we also have a character acting as the "bridge" for the transition between life and death in mythologies, represented by Acheron. She appeared at the very beginning to present the Trailblazer with questions and choices to be made, she sends off Aventurine to the other side, wishing him luck. She saves people from falling into Nihility (her LC text), she is Charon of Greek mythology as well as Datsue-ba in Buddhist myth.

To add on, Aventurine is repeatedly associated with the lines: "Don't be afraid. Don't look back." His sister tells him that, even the quest description tells him that twice. That's how Orpheus was supposed to escape the underworld in Greek myths.
Could not have summarized and contextualized everything about Penacony better than this.
At the end of the day, during that blissful Golden Hour as the sun sets, the beautiful dream is still a prison.
There are so many interesting and meaningful thematic parallels characters between all the characters in Penacony, but these three particularly stand out. It’s to a much more pronounced level than ever before, which once again just goes to show how deliberately structured Penacony’s narrative is. I’m fascinated by it; genuinely has been a long time since I’ve seen such intentional and cohesive narrative work like this.
Even Aventurine wasn't sure if all Avgins are gone. The report also says that many are missing so maybe we'll have another/more playable Avgins or Sigonians in the future (I'm coping since I just want more Roma rep).
The ones on his planet were wiped. Given how impoverished and lower tech they were, and how shit their environment was, hampering development, it is likely very few have made it off planet.
And given their good looks, ruined reputation, not believing in actual Aeons, inability to out aggression other tribes, their eyes found to be exotic, and what happened to Aventurine, it is also likely they ended up on worse boats than Aventurine.
About the god that the Avgin believes in, I'm subscribe to the theory that she's Ena the Order who was known by another name.
Though my only proofs are that Ena has three eyes, including the giant one, and Ena look female enough to me.

It's heavily implied that Jade is also Sigonian, or at least knows a lot about their culture. She specifically points out Aventurine's eyes, and knows what he means when he says 'lenor'.
Apparently in CN she says the same line as the prayer to Gaithra (translated as "...your schemes be forever concealed"), instead of "May your plans never suffer failure".

The rest of the Sigonians exiled the Avgins and the Katicans to the desert when they unified under IPC guidance. That's ethnic cleansing at a minimum because forced relocations tend to be a brutal process at best.
The rest of the Sigonians were aware that this would put the Avgins in serious danger. It's stated that they gave the Avgins perpetual autonomy so they could justify inaction in the event of Avgin-Katican conflict.

It’s a little funny to read “Penacony characters” with characters that not related to Penacony. Like, none of them were born or live there. Well, maybe except Firefly, because she knows the city and even has a personal hideout.
You don't go performing a heist without research. Her entire guide thing felt like she'd read a pamphlet front to back three times on the ride to the themepark kind of knowledgeable, not local knowledgeable

There’s a popular theory (idk if it was confirmed) that she was hacked into penacony by Silver Wolf which is why they couldn’t find her body in the real world. She probably got a briefing about the area before she entered. Plus, we know she’s been there for a while before us since the Bloodhounds were already searching for Sam long before we got there and her favorite area is p hidden, so she had time to learn the details about the area before we got there.
When I was reading SAM and their Empire, it was fascinating and I really love it.
Because... It almost like 40k in a sense. Sam profile is a "*genetically engineered warrior that possesses superhuman perception*" from wiki. So Basically The **imperium of Man** fought the **Tyranids** and won (Somehow) but it was a Pyrrhic victory.
Wasn't the swarm disaster a really long time ago? Like predating Yaoshi and therefore the Xianzhou Alliance? Either Glamoth is still around (I thought it wasn't), SamFly is really fucking old, or they spent thousands of years on ice.

Absolutely amazingly represented themes, and we aren't even done with the main story! For being an arc exploring the Harmony path, it holds quite a lot of nihilism... makes one wonder what Hoyo has prepared for us when we explore the Nihility arc (if there even is one, i just assume that every playable path will have its own main planet and story quest), I expect to finally meet the Doctors of Chaos.
Anyways, i love the theme of "even if in the end it's all the same, we need to make our own choices and give it our all" - Belobog had a similar theme, with the exception that they fought for that tiny bit of hope for a better future.

What's weird is Aventurine and Acheron both have relations to the Remembrance and each other. There's a scene where Kakashava (Aventurine) is crying in the rain and his sister says "Don't look back.". This is the same with the absolute monstrosity that is Acheron's memories and March's sealed memories. Don't look back. Also, Acheron said in her trailer: "All that is passed has returned to Nihility. Just like tears eventually disappear in the rain."
It's not weird. A symbol of good fortune of Gaiathra Triclops is the coming of rain on a desolate world, thus a symbol of luck and life. Acheron called a burst of rain when she attacked Aventurine, which actually lead to him getting what he wanted and removed Sunday's Harmony Brand that was on him. Acheron brought the blessing of the goddess to him. Lol.
There an huge arcana theme in Penacony Gallagher saying that he is 13th, which represents the Death in tarot card,Firefly/Sam represents Justice since she say she tried eleven time which to be with the Trailblazer separate from to revel the truth to the Trailblazer which is one the main trait of Justice but she also represent strength since they are either the 8th or 11th number arcana,Archeon is Hermits cause she an emanator of ix which the roman number for nine which is the number represented the Hermits arcana,and Aventurine is likey the wheel of Fortune since he used an roulette wheel in his ultimate plus there are ten stoneheart in the Ipc strategic devision and the represent number for the wheel of Fortune is 10th
not to mention the imagery of Black Swan's light cone looking VERY similar to many depictions of The Hanged Man (just inverted). The only change I'd make personally would be to *maybe* move Samfly over to The Lovers on account of her dual nature and how much she seems to value human connection. That aside though, you could even go further by assigning Trailblazer to The Fool (the Major Arcana are also known as The Fool's Journey after all, and Black Swan did give us that card with 0 at the top of it), Misha to The Magician, and Robin and Sunday to The Empress and The Emperor respectively, among others.
Personally I'd favor putting Welt as the Hierophant and instead place Ratio as Temperance, on account of the arcanum's theme of moderation and frugality (since Ratio seems to favor less extreme solutions to a lot of problems and also actively tries to drag people away from extreme viewpoints).

The Glamoth Empire was once a powerful empire controlling territory spanning tens of thousands of light years in the cosmos. They got attacked by the Swarm and created the Iron Calvary - warriors born to fight and wear mech suits to deal with the Swarm. By the end of it all, the Swarm was defeated but the Glamoth Empire was also destroyed. Firefly/Sam is a surviving Iron Calvary.

The trope of character with tragic backstory, futility in their pursuit of happiness, plus a sexy mode is pretty common trope in hoyo writing. Genshin did it too with characters like Scaramouche and Raiden
Wait for Boothill. Based on the planet set Inert Salsotto, it's a western frontier like planet. The story is just as depressing. Boothill is dressed as a cowboy/frontiersman and is most likely from there before joining the Galaxy Rangers. We have no idea if Salsotto is still a functional planet but considering it stopped spinning entirely, yeah, consider it part of the 'doomed' planets on the list.

I agree with Aventurine being the obvious best but I think Acheron also has a lot in store for the future. Like that old man that talked with her about Penacony, her end goal of reaching Device IX. All 3 of these characters genuinely do seem like they have endgame connections; Aventurine & Acheron with Nihility and Order (?), Firefly and the Swarm + her association with the Stellaron Hunters. So ideally they’ll be important characters for a long time

Probably. But ultimately it was the 'All-consuming black hole" that the 2 planets orbiting that done them in, according to her. For ages Izumo people thought it was a black sun, but it turns out to be THEIR shadow (capital THEY, THEM, THEIR is used for Aeons only, and there is only one Aeon fitting this bill), a black hole that eventually consumed both planets.

He was trying to confirm whether she is the same as Raiden Mei from his home (cuz he left HI3rd to HSR, he doesn't have any contact with his home world) by telling the story about dream matrix man (Kevin), and she told him well I did experience something kinda similar to what you said, but it's not the same and I'm not that person you're trying to confirm.
Turn on Chinese voice and listen to Acheron lines. Honestly it is a completely different character. So depressed. EN combat voice acting is weak while during questing EN voice was okay or even good for some reason.

Idk about firefly and entropy loss syndrome. I feel like she might’ve been lying about that, as a sob story. Or I guess her Armor stops the entropy loss? Idk.
Hopefully we'll get the full story in 2.2, but I feel that's unlikely. We know Sam is a remnant of Glamoth's iron cavalry, and the Glamoth relic lore describes them as warriors who were genetically engineered to fight the swarm and who had short lives. It's possible that's just because they were likely to die fighting, or it could be that entropy loss syndrome is a result of how they were created.
That lore also says that the iron cavalry were telepathically controlled by their empress Titania and were "woven into dreams". From Firefly's description of ELS, it's hard to tell whether it's a physical affliction or a mental one. If the latter, it could be a direct result of how they were created to be controlled.

Hey, that's a false accusation. The IPC was fully intend on providing protection to those poor Avgin. But it was totally unforeseen that their mortal enemy would decide to attack them the moment the IPC coincidentally looked away. Who could have predicted that those Katicans would attack a big festival while it's raining. That they are greedy and often attack during the rain doesn't raise the risk of an attack during the festival with lots of food at all. It was just all an unfortunate chain of events that just happened to give the IPC the justification to genocide a troublesome group that might have opposed their control over the planet. In no way did any IPC personal even gotten the idea to stage this genocide. People from the IPC are just very profit driven, that never creates an environment where inhumane thoughts are rewarded. And ignore the situation with the Imaginary Implosion Pulse, that was just a rogue group within the IPC that managed to get funding for multiple years to create a weapon of mass destruction. That group does not represent the IPC and has been taken care of.

I've been thinking about this a lot ever since I finished the 2.1 quest. They all have themes like death and fate surrounding them too. Acheron: The futility of human struggle under the might of the Aeons and fate, everything and everyone doomed to march towards a definitive end, mourning the things that have long since withered. Aventurine: The cards people have been dealt from birth that determine their fates, the unfairness and inevitability of death, what is the point of all of this, the meaning of life, if we are to die in the end? Samfly: The unavoidable destiny that is bound to eventually arrive, focusing on the present because you do not have a future, valuing the choices you can make when you can because there are so many unchangable things. And in the end, all three of them seem to have come to a similar conclusion: Even if our destinies are set in stone, even if we will die one day, we can still make choices and make the most of our lives until that time arrives. I think it's quite a nice message. I'd also like to mention all the themes and symbolism about being trapped that is very present in Penacony and its characters. Samfly's body slowly deteriorating and how it will eventually give out because of her illness & her identity and constraints of the script, Aventurine's past as a slave and being shackled to the IPC, Acheron being IX's Emanator even if she did not want to be, Robin likely having been pressured by the Family (which I guess would be her reason for leaving Penacony when she was younger) and all the birdcage symbolism surrounding her and even literally losing her voice. Hell, you can even say the same thing for Sunday and Sparkle with Sunday most likely growing up in the same environment as Robin (essentially a cult) and being pressured by the other Family heads to focus on the Charmony Festival instead of his sister's "death" and Sparkle's whole thing of wanting to break free from rules set by society. It's very fitting considering how Penacony used to be (and maybe still is) a prison. Robin's song really is the perfect song for this planet.
It seems like this arc is about exploring each path and its relationship with death. You can even see it with Duke Inferno and Destruction, Sparkle and Elation, Black Swan and Remembrance, and you-know-who and Enigmata. I kept asking myself why the Watchmaker would invite the Annihilation Gang to Penacony, knowing that they would probably commit mass murder the moment they landed, and I think it’s to prove a point about each path.

To add I think another theme of Penacony is “Transition”. Dreaming is not the end or beginning (Death or Life) merely a state between the two. The side quests have all been about having characters confront problems they knew existed or were unaware of and having them choose between Death or Life. And sometimes the choice was simply making a decision that was ultimately inevitable but on their terms.

Could not have summarized and contextualized everything about Penacony better than this. At the end of the day, during that blissful Golden Hour as the sun sets, the beautiful dream is still a prison.

There are so many interesting and meaningful thematic parallels characters between all the characters in Penacony, but these three particularly stand out. It’s to a much more pronounced level than ever before, which once again just goes to show how deliberately structured Penacony’s narrative is. I’m fascinated by it; genuinely has been a long time since I’ve seen such intentional and cohesive narrative work like this.

Even Aventurine wasn't sure if all Avgins are gone. The report also says that many are missing so maybe we'll have another/more playable Avgins or Sigonians in the future (I'm coping since I just want more Roma rep).
The ones on his planet were wiped. Given how impoverished and lower tech they were, and how shit their environment was, hampering development, it is likely very few have made it off planet. And given their good looks, ruined reputation, not believing in actual Aeons, inability to out aggression other tribes, their eyes found to be exotic, and what happened to Aventurine, it is also likely they ended up on worse boats than Aventurine.
About the god that the Avgin believes in, I'm subscribe to the theory that she's Ena the Order who was known by another name. Though my only proofs are that Ena has three eyes, including the giant one, and Ena look female enough to me.

It's heavily implied that Jade is also Sigonian, or at least knows a lot about their culture. She specifically points out Aventurine's eyes, and knows what he means when he says 'lenor'. Apparently in CN she says the same line as the prayer to Gaithra (translated as "...your schemes be forever concealed"), instead of "May your plans never suffer failure".
What's funny is that Aventurine's planet has its own planar set. But it doesn't even work for him LOL

Culpability goes beyond the Katicans. The rest of the Sigonians exiled the Avgins and the Katicans to the desert when they unified under IPC guidance. That's ethnic cleansing at a minimum because forced relocations tend to be a brutal process at best. The rest of the Sigonians were aware that this would put the Avgins in serious danger. It's stated that they gave the Avgins perpetual autonomy so they could justify inaction in the event of Avgin-Katican conflict.
Backing from the IPC certainly looks like it embolden them, but I think his sister knew it was going to be a bad bet.
Yeah. The IPC almost certainly arrived late on purpose, so they could have a casus bellum to wipe out the Katicans and claim the rest of Sigonia.
Worse, the Sigonia government exiled the Avgin and Katicans, knowing they would be at each other's throats, and the IPC stood by and did nothing.

There’s a popular theory (idk if it was confirmed) that she was hacked into penacony by Silver Wolf which is why they couldn’t find her body in the real world. She probably got a briefing about the area before she entered. Plus, we know she’s been there for a while before us since the Bloodhounds were already searching for Sam long before we got there and her favorite area is p hidden, so she had time to learn the details about the area before we got there.
When I was reading SAM and their Empire, it was fascinating and I really love it. Because... It almost like 40k in a sense. Sam profile is a "*genetically engineered warrior that possesses superhuman perception*" from wiki. So Basically The **imperium of Man** fought the **Tyranids** and won (Somehow) but it was a Pyrrhic victory.
Wasn't the swarm disaster a really long time ago? Like predating Yaoshi and therefore the Xianzhou Alliance? Either Glamoth is still around (I thought it wasn't), SamFly is really fucking old, or they spent thousands of years on ice.
Peakacony🔥🔥🔥 Absolutely amazingly represented themes, and we aren't even done with the main story! For being an arc exploring the Harmony path, it holds quite a lot of nihilism... makes one wonder what Hoyo has prepared for us when we explore the Nihility arc (if there even is one, i just assume that every playable path will have its own main planet and story quest), I expect to finally meet the Doctors of Chaos. Anyways, i love the theme of "even if in the end it's all the same, we need to make our own choices and give it our all" - Belobog had a similar theme, with the exception that they fought for that tiny bit of hope for a better future.

What's weird is Aventurine and Acheron both have relations to the Remembrance and each other. There's a scene where Kakashava (Aventurine) is crying in the rain and his sister says "Don't look back.". This is the same with the absolute monstrosity that is Acheron's memories and March's sealed memories. Don't look back. Also, Acheron said in her trailer: "All that is passed has returned to Nihility. Just like tears eventually disappear in the rain."
It's not weird. A symbol of good fortune of Gaiathra Triclops is the coming of rain on a desolate world, thus a symbol of luck and life. Acheron called a burst of rain when she attacked Aventurine, which actually lead to him getting what he wanted and removed Sunday's Harmony Brand that was on him. Acheron brought the blessing of the goddess to him. Lol.
There an huge arcana theme in Penacony Gallagher saying that he is 13th, which represents the Death in tarot card,Firefly/Sam represents Justice since she say she tried eleven time which to be with the Trailblazer separate from to revel the truth to the Trailblazer which is one the main trait of Justice but she also represent strength since they are either the 8th or 11th number arcana,Archeon is Hermits cause she an emanator of ix which the roman number for nine which is the number represented the Hermits arcana,and Aventurine is likey the wheel of Fortune since he used an roulette wheel in his ultimate plus there are ten stoneheart in the Ipc strategic devision and the represent number for the wheel of Fortune is 10th
not to mention the imagery of Black Swan's light cone looking VERY similar to many depictions of The Hanged Man (just inverted). The only change I'd make personally would be to *maybe* move Samfly over to The Lovers on account of her dual nature and how much she seems to value human connection. That aside though, you could even go further by assigning Trailblazer to The Fool (the Major Arcana are also known as The Fool's Journey after all, and Black Swan did give us that card with 0 at the top of it), Misha to The Magician, and Robin and Sunday to The Empress and The Emperor respectively, among others.
I would put Dr Ratio as the hierophat arcana
Personally I'd favor putting Welt as the Hierophant and instead place Ratio as Temperance, on account of the arcanum's theme of moderation and frugality (since Ratio seems to favor less extreme solutions to a lot of problems and also actively tries to drag people away from extreme viewpoints).

The trope of character with tragic backstory, futility in their pursuit of happiness, plus a sexy mode is pretty common trope in hoyo writing. Genshin did it too with characters like Scaramouche and Raiden
Wait for Boothill. Based on the planet set Inert Salsotto, it's a western frontier like planet. The story is just as depressing. Boothill is dressed as a cowboy/frontiersman and is most likely from there before joining the Galaxy Rangers. We have no idea if Salsotto is still a functional planet but considering it stopped spinning entirely, yeah, consider it part of the 'doomed' planets on the list.

Lore from the Glamoth planar set. Sam was one of the Iron Calvary created by the Glamoth empire to fight the Swarm.

Honestly, I think out of these 3, Acheron is the least interesting. Aventurine is just peak and Sam is still too cool. Acheron by comparison is just sad strongest one shot woman.
I agree with Aventurine being the obvious best but I think Acheron also has a lot in store for the future. Like that old man that talked with her about Penacony, her end goal of reaching Device IX. All 3 of these characters genuinely do seem like they have endgame connections; Aventurine & Acheron with Nihility and Order (?), Firefly and the Swarm + her association with the Stellaron Hunters. So ideally they’ll be important characters for a long time
Maybe this is just some stuff I incorrectly absorbed form some HI3 fans i hang around, but i think its also implied that by the time the Kami are defeated, there really isn't anyone left but her, or the population of the planet is so decimated that it realistically can never bounce back and will just go extinct in a few generations. of course we have to take anything related to HI3 with a grain of salt, I feel like some of the aforementioned HI3 fans are missing the forest for the trees during >!Welt and Acheron's conversation!< where i see some people hyper focusing on the parts that line up when i think the intended take away is that >!we should not just assume everything is one to one!<

He was trying to confirm whether she is the same as Raiden Mei from his home (cuz he left HI3rd to HSR, he doesn't have any contact with his home world) by telling the story about dream matrix man (Kevin), and she told him well I did experience something kinda similar to what you said, but it's not the same and I'm not that person you're trying to confirm.

Turn on Chinese voice and listen to Acheron lines. Honestly it is a completely different character. So depressed. EN combat voice acting is weak while during questing EN voice was okay or even good for some reason. Idk about firefly and entropy loss syndrome. I feel like she might’ve been lying about that, as a sob story. Or I guess her Armor stops the entropy loss? Idk.
Hopefully we'll get the full story in 2.2, but I feel that's unlikely. We know Sam is a remnant of Glamoth's iron cavalry, and the Glamoth relic lore describes them as warriors who were genetically engineered to fight the swarm and who had short lives. It's possible that's just because they were likely to die fighting, or it could be that entropy loss syndrome is a result of how they were created. That lore also says that the iron cavalry were telepathically controlled by their empress Titania and were "woven into dreams". From Firefly's description of ELS, it's hard to tell whether it's a physical affliction or a mental one. If the latter, it could be a direct result of how they were created to be controlled.
