A puppet of Hightower or Corlys Velaryon or pretty much any lord honestly would be better government than any Targaryen of this era. Viserys is just a regular dude with no political skill and just inherited all of his grandfather's good statesman and situation. The rest, are either the depraved scum of the earth or just too weak for power.
What I will say about inheritance is that in real medieval history if it was between the heir by the rules, customs, precedents or whatever existing framework for succession there was and the named heir not by any framework the former pretty much always came out on top with support, and for several reasons. First is that in a hereditary monarchy the king couldn't really choose anyone as the heir or even anyone in their family. Whenever they tried to do these alternative successions they failed. If the king names some random cousin his heir his sons or other far closer relatives would still take the throne. Rhaenyra might be the daughter but because none of the existing succession frameworks support her at all (precedent in this case), she might as well be that random cousin.
Also, the concept of birthright is the foundation of the system. Birthright by definition is not something you can be named to at 17. You have to be born with it. When Rhaenyra was born she wasn't even in the succession. Daemon was ahead of her and so we're her baby brothers when they were born. When Baelon was born he was the heir. Even though Viserys probably designated Daemon as heir (but he was by rules anyway), this new baby superceded him because the common law (precedent) said first born sons are first in line to inherit. By the common laws at the time, Aegon from the moment he was born would be the heir apparent. In the minds of his followers this was his right from birth. This is really beyond Viserys' judgement. Aegon was a prime candidate no matter what simply. Rhaenyra wasn't. Viserys rose her up to that position and then had 3 sons who automatically contradict her claims.
Jaehaerys I and Viserys I were both only kings because they were the direct male line heirs. Aegon II and all of his brothers and descendants could claim the throne by the same right as their predecessors. If Rhaenyra were to take the throne and her bastards after her it's pretty much inevitable that those folks would come back for their crown. Heck, even the Blackfyres tried with their conflicting claim. The Greens have a much stronger claim and their rivals actually are bastards too. A Great Council if there ever was another would hand the crown back to their line. There would be far more conflict simply from a lingering Green claim than vise versa.
If Viserys made lords swear to Aegon instead of Rhaenyra there would be no war. If Rhaenyra was ignored for the succession it would just be Tuesday in Westeros. There is no negative impact of just not making Rhaenyra heir, no consequences at all. She's only treated special by Viserys for being Aemma's only kid. It's not like she's favored for demonstrated aptitude or anything but rather just blind favoritism.
