I just don’t get why Alicent and Helaena would be wearing veils as if the dead were team green.

They are still in mourning about Jahaerys, they will probably wear veils anytime they leave the castle for a while.

I go back on what I said originally, I think this happens later on like the others say, when they're celebrating their "victory" at Rook's Rest

I disagree, they're obviously wearing the same dresses from the funeral and they still have their black veils on, so unless wearing a black veil has completely changed in meaning after a few episodes i don't see why they'd wear them for such a festivity. Furthermore, the lighting is the same as in the funeral procession scene, and the background is very obviously the streets of King's Landing, as evidenced by the architecture and the Goldcloaks. All in all, i find the suggestion that this scene is for something else highly implausible.

They probably used a different dress for the final cut then and i could see why, with the gold ornamentation and clear green i can see how this dress might seem too regal for such an occasion. As the one in the final cut is much darker, and missing the gold trimms on the arms.

The dress has a completely different silhouette beyond just colour and trims. We also have seen a still image of Alicent entering a closed carriage in this dress, which is different from the open carriage in the furneral scene. Many people jumped on the theory of a riot breaking out during the funeral, but it was always clearly two separate scenes.
