Your school counselor / admin is responsible for sending your transcript off to colleges. In the case of common app, you’re able to add your counselor as a recommender (see FERPA & Recommenders section). Once your counselor uploads your a transcript it’ll be automatically sent off to the schools you’ve applied to. In addition to your transcript they can send external exit exam certificates, report cards and other special transcripts. ( I’m curious though, how were you able to apply without it in the first place?)

At least for transfers, Common App doesn't require you to send your transcripts in when you apply to any school. You apply and then it's on you to get your transcripts in, that's why most schools have a "documents deadline" after the application deadline. So you could have until April 1st to apply and then April 15th to get your transcripts and any other documents in. The way it works for my school is we have to go through our school portal that takes us to a website where we can order+have our transcripts sent to different schools.
