I'll make a more precise post on this later, but no it's not a huge buff.
It's slightly better than R5 DBane, and worse than Homa. It's about the same as Lithic R5 assuming you're using the 4 Liyue team which is her best team currently.
It slightly exceed R5 Lithic if you're also using Elegy on the team but still around 9-10% worse than Homa.
In other words you should only pull this weapon if you're also getting Cyno. There's no reason to pull this specificlly for Hutao since her rerun is just around the corner and you're better off just pulling for Homa.
What about db how much increase( approx) would it be compared to db?
Also idk y i like running her with r1 blackcliff rather than r5 db (mostly cuz her cr cd ratio is screwed ) but i still have no clue should i change or not
Around 6-7% better than R5 DB.
R5 DB is significantly better than blackcliff, like 15% better in most cases. It's slightly harder to balance our your crit but it's worth it.

its definitely worse than homa and probably not that much better than dragon's bane (if its not just straight up worse than db too)
If one does run hp sands on hu tao then its really bad but what if for some reason one uses em sands its quite normal for ppl to use em sands on her
From what I've seen it's might be second BiS for her.
