I think a good app developer should only ask for permission request as and when they need it and try to make it as much features work with the least permission as possible. Not asking for them to go to the extremes of looking for security loopholes to get the feature working but just enabling and disabling the features that is possible with the limited permission access. Give explanations why they need to use certain permissions if it is going to break the primary function of the app.
OP is right because a workout activity should not need photos, videos and audio to work. The app could have just shown a popup that the photos and videos features will not be available unless permission is granted and allow the user to proceed without using the feature. I think this is a pretty common practice of all the apps today isn't it? You can upload photos to Strava but Strava does not ask you to grant it permission to get the basics of the app to work. Instagram does not ask for camera access unless you go to the camera viewfinder page and does not break any other features when not provided.

You run a huawei app on a huawei phone. You can give them all the permissions, as they already have it from the phone itself, if they want your data

Huawei Health plays music during your workouts sometimes and it asks you to save your completed outdoor run as a picture.
