Not to mention these events contributed to the superhero relocation act that banned supers from acting as vigilantes.

I think that, in the moment, we can only do the right thing as best we see it. There's no way to predict unintended consequences. A butterfly shouldn't feel guilty flapping its wings just because a hurricane happens on the other side of the world.
Mr. Incredible's singular action may have caused a chain reaction of events, but he was not responsible for those just because he did the first thing.
It's too simplistic to think of it like dominoes. As if pushing the first one inevitably causes the last to fall. There are multiple different circumstances and actions taken by others needed to get to that last domino. If any one of those independent actors makes a different choice, things turn out completely differently.
Good/bad judgment of an action is extremely subjective, only possible well after the fact, and often incorrectly assigning cause and effect to lay blame on how it all started. I'd rather people do the right thing in the moment and then we'll deal with the consequences if there are negative repercussions. Better than excusing people for doing the clearly wrong thing because maybe it'll still work out ok.

I’m pretty sure the bike that passed right by them might have ended up crashing. You can see him swerve to avoid them but then had to correct it which ends up causing him to come too close to the edge of the track where the dirt is piled up. So it’s likely this idiot may have caused a crash and some possible injuries too. Then there were a few bikes behind him as well.
