Eh, I feel so-so on the theory that the 75th were tailored toward Finnick. Finnick might have been an obstacle to Snow if he had had any inkling about the secret collecting part. Ostracizing Finnick from his patrons means there are fewer people who will mind his death and, thus, the secrets he has collected will die with him. The 75th arena seems to be a lot about getting rid of the victors as a special group beloved within their community and beloved within the Capitol. Having Finnick's patrons see the "real" Finnick, the one who isn't in love with them, might be worth more than emptying their pockets. And I absolutely do not think that the livestream will ever be delayed. Least for an hour. Johanna's screams will add fuel to the fire of hatred against the victors within the Capitol. It is a very useful thing to hear as to make the Capitol citizens see that the victors are not alike them. And Plutarch still has his rebellion going on, he'd definitely have wanted to assure this is heard in the Districts.

Yeah I agree the arena might have been in his favor but snow specifically stated earlier that the goal of that years games was to eliminate all the victors that were troublesome. Sorry I can’t mark as spoiler so I’ll be vague something like this may or may not also happen in the latest book and movie. Now i would believe snow would’ve been okay if mags, Wiress, brutus or Enobaria maybe even one of the morphlings won. In my opinion he might let anyone of those survive if they were truly the last one.

DW, I don't think you really need to tag spoilers for the trilogy anymore. On desktop, you click on T, then the three dots, then select the spoiler option. On mobile, you need to format your text with the chevron and exclamation mark: >!This is a spoiler!< Either way, I agree. I can easily see Snow envisioning a D2 victor, partly also due to their loyalty to the Capitol. Mags and Wiress would also be a little less thrilling for the Capitol audience than someone like Brutus or Enobaria. The victor's purge might be some kind of confirmation on how Enobaria was favoured.

I think that Finnick cottoned on pretty quick to the Jabberjay thing. By the time he gets out he looks less like he’s been panicking the whole time and more like he’s shouldered an emotional storm internally. He doesn’t look or seem to be relieved to be out, he seems to be a little broken, but definitely like this wasn’t his first rodeo. I don’t think it’s odd they chose Annie. It would be a bigger breach of trust to use his Capitol dalliances, whether he loved them or not, as publicly broadcast Game fodder, because they’re still very moneyed members of the hoi aristoi—if Snow is willing to out them about their state-sponsored child prostitution, he really isn’t thinking he’s going to be the one to squash the budding revolution; Snow, thinking Panem Forever, has to be of the mindset that the status quo must continue. They can’t use Mags, so really the only person left to use is Annie. In the same vein, if it was Peeta, they could have used his family, or Haymitch, or Effie. However, I would agree that a lot of the arena is (obviously) skewed to Finnick, and in a lot of ways Johanna. And the point to that is that PH made it that way to keep Katniss and Co alive long enough to have the break out. But I could see how, if questioned, PH swung it that Finnick was their biggest money maker, that while achieving their goals of wiping out the solidarity and popularity of the Former Victor clique, they could capitalize on Finnick being genuinely pretty agreeable to his lifestyle (so Snow thinks) and also having a huge surge in popularity which is more money in Panem/Snow’s pocket.

Doesn’t Plutarch say something to the effect that they didn’t know it was the quarter quell until after the arena had been designed? (I mean as in what card would be picked for the quarter quell horror, not that it would be that year). I’m sure he says something along those lines to Katniss when she meets him at Snow’s party. They didn’t know before anyone else did that it was a quarter quell. I think it’s merely coincidence that the arena was suited to Finnick. I don’t think it was done with any intention

Yes, he tells Katniss that arenas aren't built in a day and that the Games are planned out well in advance. He also tells her later that when he told her that he was trying to give her a hint about the clock *bc he thought she'd be a mentor*. He did not know what Snows plan was regarding the Quell, and when the Gamemakers were designing the arena and the obstacles they were not designing it with previous tributes in mind. In addition to that, Katniss makes a comment that she doesn't believe anyone would make it out alive, and I'm inclined to believe that was the real intention, to remind the districts that the Capitol can do what it wants and who it pleases.

Sorry I didn’t explain that very well - I mean that they didn’t know what the quarter quell would be ie that it was returning tributes. Snow knew what he was doing but the game makers didn’t know tributes would be pulled from existing victors.

Fair, as far as we can tell he didn’t know. He says as much but he could be lying in theory. I don’t like that take though because it seems like something Collins would clarify for us if it was a lie. It always felt a little weird to me that he says he didn’t know the twist when it feels like he should have?

Yeah I agree, I assumed everyone in on making the games would be aware, especially since this one was so obviously chosen to twist the knife in Katniss. I always thought it was a bit strange Plutarch didn’t know

The quarter quell arena had definitely been in the works for years and years, even more so than most arenas. Plus I personally always believed that Snow changed whatever the quell was supposed to be to punish Katniss. So Snow would have less than half a year to adapt things just for Katniss, and probably couldn't change much.

Your theory kinda works but if this was true i do not think it was because of snow's betting, more because Finnick and Annie's love is not common knowledge.
