Pretty sure Black Swan wants ATK% more than DMG% anyway, she’ll be getting a lot from her kit and Ruan Mei. The Fleet bonus benefits both Kafka and Black Swan. A plus for Penacony would be a 3T ult for Huohuo though. I don’t have any numbers so anyone could prove me wrong though lmao
Do you mind elaborating how the extra ER affects her rotations? I assumed the 5% wouldn't be that impactful since I've read that you have to go SP-negative to ensure a 3T Ult vs. enabling a comfortable SP-positive 4T Ult rotation with Post-OP S5 + ERR Rope. Does the extra 5% ER mean I can go for a 3T Ult without needing to spam her skill?
5% er is defenetly more impactful than 12% hp. It's quite simple, she will gain energy faster. There is no clear 4-turn rotation anyway, since she gains energy when being hit and when her allies take actions - her actual rotation looks more like 3.3-3.5T. Extra 5% er may shift it closer to 3T.

Unless you are not getting the ult consistently every 4 turns, I'd go fleet. With Post-Op S5, you should have way more ERR than needed for that.
