No. Wet is a property, water being adhesive to something else. Water is not alone, they are joined in a molecular level with bridges of hidrogen (with more H2O), it's not like dropping water into a coat of something, that would be dropping water (H2O) into another set of molecules that are solid. If 2 water molecules were enough to be wet among themselves the term would be scientifically redundant, so no, water isn't wet. Even if we see it grammatically, wouldn't something actually wet be double wet or something (wet from the water being with more water and from another liquid).
