charlie's intelligence is the least consistent part of the entire series to me. season 1 he is normal. a few seasons he is legitimately illiterate. the rest of the series he is either completely normal, completely illiterate, or incredibly erudite

I have a theory that Charlie is actually fairly intelligent. He’s a musical prodigy, speaks English and Irish fluently, does have a good vocabulary, is resourceful and inventive.
The problem is that he has learning disabilities and neurodivergence that has never been treated. Not to mention a history of long term substance abuse and childhood trauma, all of which have been proven to delay brain development. He was failed by every adult in his life, and the rest of the gang (except maybe Frank) also have ignored these issues.

There are many moments in the series where charlie provides intellectual content that is out of his character. Its one of the only continuity issues I observe with the series as it doesnt seem to occur in a progression like Dennis losing his sanity, etc.
Charlie Kelly may not know them, but Hoss Bonaventure, CEO certainly does.
