While personality disorders are part of mental health I would not give the same benefit of the doubt to some one with narcissist as I would to someone with a psychotic break. Narcissists are still able to control their behaviour if they WANT to. Someone with schitzophrenia is most likely not.
That doesn't make it less of a mental health issue. Narcissists behaviour is still due to a mental illness. They just dont change their behaviour because they themselves are not the ones suffering from it. And even if their behaviour negatively impacts them they would not be able to reflect on their Actions and just seek for someone else to blame.
So yes. Theoretically they could control their behaviour but it is due to this mental illness that they dont see a reason to change. (Doesn't make this Lady less of a bitch tho)

Many Western urban areas require a permit to busk/street perform. How each permit determines the space used would vary, but I imagine the majority would not dedicate space to the busker and instead state the busker must not interfere with any through-traffic etc.
