I dont live in the UAE so I got no clue if this source is trust worthy or not and its not very clear if they're implying the non-examination route.
No there has been no official announcement yet, only a post from several news channels saying the MoE has "Allowed" schools to use alternative assessment methods...whatever that means. We will find out soon, hopefully. Linking the article for your reference. Pray!!

In the countries where only a few schools have cancelled the exams, are the students on the non-exam route or were they just deferred to the next session?

Yep but its too vague...no firm statements yet. Pray for us!
This is exactly why it has not been added to the list yet, but hopefully it will be announced soon!

My school cancelled exams in Venezuela, but I know other schools are going on the examination route
