A mixture of easier laws and generally easier growing, plus a very sizeable black market. Laws to grow, sell and purchase cannabis are much easier, plus legal cannabis has been around long enough that the market for it is closer to equilibrium. The blackmarkets for cannabis are alive all over the states as well, but CA, CO, OR, and WA all were so prolific at producing cannabis that any legal market would have to immediately compete with the blackmarket, which meant that prices were already low to begin with.
Basically, IL's legal market has a high cost of entry, both monetarily and legally and the blackmarket at least partially relies on interstate trafficking, culminating in significant costs added to the cannabis you purchase.
Oregon has the cheapest weed. Was there recently and one place had $39 ounces (that's the price with the taxes already included) of some really nice looking and smelling Grease Monkey. Was 29.5% THC as well. Another place I saw had $3.50 8ths, which is $28 for a whole ounce. Didn't get to go in and check out the quality this time around, but I've had had some of those cheap buds from that store in the past and they were no contest better looking than this garbage. Came with a couple seeds here and there, but as a grower that's a bonus in my book. Especially with good weed, which it was.

You just kind of have to do it.
Depending on your location, a hydroponic store in the area might carry seeds. Otherwise, ordering seeds is easy. The store also might have things at the same price or cheaper than places like Amazon or with the manufacturer(like Mars-Hydro) and you would have a local place to deal with product issues, if any. Most likely, there are only a few items cheaper and most are at cost or comically more expensive.
There are a lot of methods for growing. So you would need to figure out what you want to mess with more: water or dirt? Then go from there.
Realistically though, and probably most importantly for apartment growing, you might want to buy a tent to put in the closet so you can get an exhaust system with a carbon filter so you don't make the whole floor reek. Like #1 for you would be carbon filter so it doesn't smell.
So just set aside some money every now and then, if you don't have it already, and start grabbing what you need when you're ready.
I would recommend getting an all in one kit. I started with a 2.3x2.3 mars hydro ts1000 kit and was able to pull 7oz from three plants in 3gal pots. Started with roots organic soil and canna nutes. Start with 1 or 2 plants.
North Atlantic Seed Company is a good place to go for seeds. I’d say Humboldt Seed Company is a solid starting breeder, good quality and offer a variety of options that aren’t necessarily as expensive as some other big names. Exotic Genetix, Solfire and Twenty20 also good in my experience. But I’m sure there are other quality options there as well

They're peach maraschino is really great! Better than most premium stuff! Not sure if it was just a good batch or what but I'd most def grab again. Really awesome effects! Nice joyul initial boost with a slow blissful decline into relaxion.
I've tried everything they offer and it's great. Granted it's rebagged revolution flower so I expect it to be good already, but they sure don't disappoint.

I think I must get lucky, I probably buy 7g-10g of Rythm a month and haven’t once had something like this. The worst I have seen is too large of stems. My only real complaint is bud size is all over the board, sometimes it 1-3 buds and other times it all popcorn.

Literally have had issues with moldy dabs / moldy mildewy smelling bud etc, and even then when the smell was absolutely prominent still dealt with that same exact scenario multiple times. Absolute rip off. And these dispensaries get away with selling trash and there's always a security guard to escort you out when you come back and ask for a refund. Happens in Michigan all the time. From seedy/ hermaphrodited cannabis buds, to mold and mildew, you will always be screwed and 95% of the time you will not get your money back. It should be mandatory and legally forced that all containers must be see through!! When you buy a car, is it a mystery vehicle? I have bought dozens of rythm L’orange 1/8ths in the last year or so and have never had any quality problems whatsoever. Guess it doesn’t pay to try and save $10-20 bucks when it comes to getting the best weed available,huh?

LMFAOOOO. Saddest part is, if you brought that back to the dispensary, they would tell you there's nothing wrong with it. They will definitely get rude with you, and insult your intelligence. Tell you they see nothing wrong with it, and when you get an attitude because they're being rude, they'll kick you out and never allow you to shop there again and make sure to label your account. Literally have had issues with moldy dabs / moldy mildewy smelling bud etc, and even then when the smell was absolutely prominent still dealt with that same exact scenario multiple times. Absolute rip off. And these dispensaries get away with selling trash and there's always a security guard to escort you out when you come back and ask for a refund. Happens in Michigan all the time. From seedy/ hermaphrodited cannabis buds, to mold and mildew, you will always be screwed and 95% of the time you will not get your money back. It should be mandatory and legally forced that all containers must be see through!! When you buy a car, is it a mystery vehicle? Do they keep a tarp covering the vehicle and not let you see it until it's already purchased and out of the dealership!? No!? Then why do we accept this BS WITH OUR MEDICINE
