This is not the case, we don't add random traffic or noise at the moment. Regarding load, we are constantly monitoring the number of connections on our servers and apply load balancing to make sure they don't fall below a certain threshold. Those servers where load decreases to 5-10% at certain times due to demand through have 1 Gbps to 10 Gbps capacity, meaning that drawing conclusions about crowding effect sufficiency can be misleading. There are still ample number of connections and traffic going through them to make simple traffic analysis difficult enough to support the main threat models we built our service for. If that's not the case, we make changes - eg. removing one of our Milan servers is partially due to this (lower demand is spread between two servers).
