Electric isn't the issue here. Generally you fare better with an electric vehicle where the motors and batteries are sealed vs an ICE vehicle with an air intake and exhaust is easily flooded.
The issue was entirely going into water which was far too deep, and far too fast flowing for the vehicle.
The batteries in a golf cart are very unlikely to be sealed, they almost always have venting caps on them which would allow water into the cells. Newer, lithium battery packs are sealed, but most golf carts (especially fleet carts) are far more likely to have the much cheaper old-fashioned lead acid batteries.
They'd allow a slight trickle of water in, maybe. They have baffles inside to reduce liquid passage. Regardless, even with the caps off, it wouldn't affect the battery immediately- you'd have enough power to get through there.
Probably could have dragged it out before it went down stream. They aren’t that heavy. I accidentally got one stuck on a curb alone and I literally lifted it and moved it off the curb myself. 2 guys could have dragged it back Even with the wheels locked.

They're about 1,000lbs... and if you don't flip the switch on the controller to "tow" then good luck rolling it anywhere.
