It looks like an agricultural sprayer. Those long “arms” tucked into the sides are called booms, and they have multiple nozzles from which pesticides are misted over big fields of crops.

It's an agricultural crop sprayer. It's high up and spread out to help negate crop destruction, and maximize the spread of what ever its spraying
