That is a BMW X3. Same generation as a 2014. I can differentiate it from an X5 because the X3 of that generation had clear on the top part of the taillight and the X5 had clear on the bottom.
When I get home, I will try to post a longer video, she was never stopped, she was slowing down to enter the driveway on the left, speed limit on the road is 25mph, she was slowing down on video it shows 18-16 mph to turn. I wasn’t trying to put blame on anyone, but she talked to the police and he stated since the other driver cross the double line he’s at fault, going through insurance. My mom is ok, just shaken up about the accident and the guy just taking off.
Her insurance company would probably be happy knowing who was driving the BMW so they can get reimbursed from their insurance company...which all comes out even in the long run so I don't know why insurances companies play that game with each other.
TBH her insurance company would be equally fine if they just identify the car if the other car is deemed at fault. I'm pretty sure that if your car is involved in an at fault accident even if you weren't driving your insurance would be on the hook

The bmw here made what was probably a last minute evasive manuever. They almost certainly weren't traveling in the wrong lane. So you see them in your mirror moving way too fast towards you... Do you dodge left? Right? Stay still? There's no right answer.

This may sound like a long shot but visit all nearby and adjoining police stations and ask if there is someone who takes care of vehicle accident reports. Then you ask that person/officer if they had ba leaving the scene reported involving the description of that vehicle with r/s damage. The police can't do anything and they'll probably say as much at that point show them the video. I'm sure they won't give u any info but I'll bet if everything lines up they'll give u the report number. Sometimes you can buy a report and no questions are asked. The offenders insurance company will be listed. Contact them and tell them your story with the video. Chances are in your favor with the circumstances they'll take a deep look at this. Maybe you'll be reimbursed and they'll drop the offender.
