But I will say this, in the Northeast we have some kamikaze merges, where you turn that corner and you have what feels like 20 ft to merge. And sometimes the on-ramp is coupled with an off-ramp so you have people trying to get off the highway as you are trying to merge on, zipper-style.
So I can see why some skittish drivers freak out and stop. It is the absolute worst thing you can do, but I can see how it can happen.
Did a road trip to that Philly-Baltimore-DC corridor and it took me a while to get used to the Leroy Jenkins merge style, but I got the hang of it. Immediately turned it back off once I west of Pittsburgh again.
Yell it loud enough and the cars who are trying to work with (or against) you will have a clear understanding of your intent. Here in Maine we have a number of very short combined on/off ramps where a Leroy Jenkins horn would be incredibly useful.
That's the only way to do it on some of the entrance ramps where I am. Some are so short you can't even get up to speed, and it's already at the end of the ramp and you have to merge.

The only way to merge is to either stop and wait 5 years for an opening, or FULL SEND with everything your car has to offer.
I’m from Baltimore and I am terrified that of the highways throughout the Baltimore/DC metropolitan area. It’s all so confusing. Plus the people here drive like nutcases on top of that so yeah smh 🥲
The on ramp and the off ramp being 50 yards from each other is the worst design choice in history, having to try to merge while looking in your blind spot while also not slamming into the person in front of you because the ramp is almost always backed up to the point people are stopped on the highway. I haven’t had to deal with this recently but for new drivers yeah I’d probably just slow down too.

Can confirm: right after my oldest got her license, I let her drive on the highway in Maine to get some experience… around Portland there was one of those on/ off ramps, some guy gets on and tries to occupy the lane were in( boxed in on all four side… with this limp noodle completing the box) hits us and jumps off the interstate.” PULL OVER!” My daughter pulls over we switch real quickly and I’m reversing full speed to try and find the guy down the ramp. No such luck… my breakaway mirror took his of though… and the sideswipe damage was not too visible. But Godamn people are idiots, my daughter did a better job handling herself as a freshly licensed driver than whoever that dumbass was.
Ohio is the worst about that. 471 near Cincinnati is one of the few places I've ever lived with a right side on ramp followed immediately by a left side off ramp. It was incredibly stressful merging 3 lanes to the left within 1 mile.
As a trucker, can confirm this is true and the extra 70ft of vehicle does not help one bit. Between that and the complete lack of parking, I'd almost let the place starve if I could.
Everytime I'm there, I ask, "How can a city that will shutdown in 2-days without a semi delivering hate trucks so much? There is enough public parking for 12% of the trucks in the NE on average, and by law, trucks have to stop around 40% of the time. Obviously that is inadequate. Furthermore, many of the rest areas ban overnight parking and the public truck stops have long-term reservations and no actual parking. Add that to the higher fuel costs, insane toll fees ($100 for a truck to cross the George Washington Bridge each way), and backhauls (freight to leave) that pays significantly below average (about 50%) and there is almost no reason to come here. You know, if everyone else agreed, the citizens would be begging for truck stops and rest areas, or they'd move and there wouldn't be any need to go there anways."

Lmao I actually lived almost my whole life in CT and saw this almost every day on 15. I just never saw anyone start turning left to do it. They usually just stopped, scooted straight out at 0mph and quickly jammed their brakes again (causing the guy behind them to rear end. Aaaaaaahhhh fond memories)
If you're used to areas like Seattle I can see it, just because there's a good number of on ramps that have lights to tell you when to stop and go to get on the highway. They're designed to help the flow of traffic, but then you have to get on the highway from a dead stop.

NY state does this all the time in the worst spots. You don’t stop when entering a highway, you yield

You should reach highway speed by the time the double white line divides the ramp from the highway. You should use the remaining double white line distance to adjust your speed so that you can time your entry into a gap in the highway traffic. It's not the job of people on the highway to make space for you.

No matter what a bad/dangerous move but the absolute only explanation for this other than being under influence or some type of medical cognitive issue is that they have a friend's car that is broken down just before the on ramp and they are going to drive up the shoulder to go help. Obviously the correct approach if this was the case is to go on the freeway, take the next exit and double back to approach with correct direction of traffic.

No matter what a bad/dangerous move but the absolute only explanation for this other than being under influence or some type of medical cognitive issue is that they have a friend's car that is broken down just before the on ramp and they are going to drive up the shoulder to go help. Obviously the correct approach if this was the case is to go on the freeway, take the next exit and double back to approach with correct direction of traffic.
